As emerging technologies accelerate cyber operations and geopolitical tensions deepen, attackers are increasingly targeting the infrastructure, information, and systems that underpin global stability.

New findings from Armis Labs' fourth annual global Cyberwarfare report — A World Under Pressure: Cyberwarfare in an Age of AI-Fueled Escalation — paint a stark picture of how rapidly the threat landscape is shifting. The study surveyed more than 1,900 global IT decision-makers and is supplemented by proprietary data from Armis Labs.

Among the headline findings: 65% of IT decision-makers believe the convergence of AI, quantum computing, and emerging technologies will drive an unprecedented escalation in cyber conflict. Meanwhile, half of all respondents say the cyberwarfare threat is imminent — and have already had to report an act of cyberwarfare to authorities.

Concern about nation-state actors wielding AI as an offensive weapon is surging. Nearly eight in ten IT decision-makers globally — 79% — are now worried about nation-states using AI to develop more sophisticated and targeted cyberattacks, up from 73% the previous year. Two-thirds (67%) believe the misuse of emerging technologies will increase the likelihood of collateral damage to civilian infrastructure during cyber conflict.

The report also finds that 69% of IT decision-makers agree that a global reliance on AI will intensify the geopolitical stakes of cybersecurity, while 68% believe the weaponization of AI will make cyber conflict a more persistent feature of global geopolitics. A further 64% say emerging technologies are making it harder to distinguish between espionage, cybercrime, and outright acts of war.

The False Confidence Problem

Despite the mounting pressure, a concerning level of overconfidence persists. Nearly eight in ten (79%) IT decision-makers say their organization is prepared to handle a cyberwarfare attack, and 76% believe they are ready to mitigate AI-driven threats. But the data tells a very different story.

More than half — 54% — of organizations report already being impacted by an AI-generated or AI-led attack in the past 12 months. Of those, half (50%) admit they have still been unable to adequately secure their environment in the aftermath. At the same time, two-thirds (66%) agree that organizations continue to underestimate the resources required to defend against AI-powered threats — revealing a widening gap between perceived preparedness and actual resilience.
